OUR VISION
As Successfully elected DIRECTORS, we will work to:

INCREASE PROPERTY VALUES in all communities adjacent to the West Keegans Bayou.

IMPLEMENT REAL FLOOD PREVENTION MEASURES, the REAL function of the Tax District.

BEAUTIFY OUR NEIGHBORHOODS with an extensive network of PARKS and BIKE & HIKE TRAILS on both sides of the bayou, ACCESSIBLE TO ALL NEIGHBORHOODS, not only along the Bayou but including cross trails to all neighborhoods in the District.

INCREASE THE DISTRICTS REVENUE BASE by requiring all PRESENT and FUTURE HOUSING DEVELOPMENTS discharging their processed sanitary water into KEEGANS BAYOU to COMPENSATE THE DISTRICT FOR USAGE.

PARTNER WITH FORT BEND COUNTY COMMISSIONERS for cost sharing for constructing underpasses and footbridges on the bayou for safe access to the trail system.

ENCOURAGE FORT BEND AND HARRIS COUNTIES’ COMMISSIONERS to improve the thoroughfare roads in the District with sidewalks on both sides as Sugarland Howell RD.
These suggested area infrastructure improvements will enhance our area neighborhoods and the overall outlook will promote the community to resemble an extension of the of the City of Sugar Land.
OUR PLAN FOR COMMUNITY SERVICE:
By working with Fort Bend County and Harris County commissioner, Harris County Flood Control District, area MUD Districts and with West Keegans Bayou Improvement District Directors, improve the Infrastructure of area bounded by Beechnut Street on North, West Bellfort Blvd on South, Synott Rd on East and FM 1464 on West side (about eight square miles area).
This infrastructure improvement includes:
1. Flood control measures
2. Area thoroughfares roads improvements with trail worthy sidewalks on both sides and with street lights;
Constructing trails on both sides of West Keegan Bayou with underpasses at road bridges for safe travel, building footbridges at stub streets for easy crossovers and connecting neighborhoods to Keegans Bayou trail system and public thoroughfare roads in the stated area.
3. Developing community park on the bayou in Hodges Bend Dr area with statue of Martin Luther King, Jr. and developing community park on the Bayou at Sugarland Howell Rd Bridge area with statue of Abraham Lincoln. The Developers of these relatively older neighborhoods in this area have not provided such facilities for public use.
These suggested area infrastructure improvements will enhance our area neighborhoods outlook and will make it look like an extension of City of Sugar Land, hence increasing our property values
SCOPE OF INFRASTRUCTURE IMPROVEMENTS WE ARE PURSUING
The Hike and Bike Phase 1 Trail project from Sugarland Howell Rd to State Highway six is under construction now. Director Verma made the motion to accept his project's contractor on the May 13, 2020 meeting for starting its construction. Director Chris Igwilo, who is now up for re-election, voted against the selection of the contractor to start this construction.
The following attachment describes the scope of infrastructure improvements we, Amarjit Verma and Wayne Keith Thompson, are pursuing for the betterment of our neighborhoods surrounding West Keegans Bayou Improvement District.
The attached letter (click here to see letter) was addressed to Fort Bend County Commissioners by Director Amarjit Verma to include the listed projects in that letter for Roads improvements in our neighborhoods and Trail underpasses and Footbridges on Keegans Bayou in the Fort Bend County Mobility Projects November 3 Bond Election. Refer to the West Keegans Bayou Improvement District Vicinity map below for main missing connectors of underpasses and footbridges of WKBID trail system.
Then the following motion was read by Director Amarjit Verma in the July 8 2020 Teleconference meeting at 4:45 PM of West Keegans Bayou Improvement District to have a dialogue with Fort Bend County Commissioner Grady Prestage to include the construction of these missing trail connectors in November 3, 2020 Mobility Bond Election:
Motion for Underpasses and Footbridges in July 8 2020 Teleconference meeting of WKBID by Director Amarjit Verma.
"I make the motion for West Keegans Bayou Improvement District (WKBID) Board of Directors to open dialogue with Fort Bend County Commissioner Grady Prestage, to include in Fort Bend County Mobility Projects November 3 2020 Bond Election, a cost shared project for the construction of underpasses and footbridges on Keegans Bayou Waterway in Fort Bend County to achieve continuity of the District Trail System and to improve Pedestrians and Cyclists Mobility leading to better Public Health.
The details of the project can be worked out with a mutual agreement between Interlocal Governments."
After Verma's twice repeated requests to the Board of Directors to consider this opportunity, no other director spoke a word. No discussion took place.
It is shocking that this motion didn’t get a second, especially after 9 members of the public spoke in favor of this motion at this meeting.
The following Directors did not take action:
Gerald F Kallina -Treasurer, who is from Dover Subdivision
Bobby Reed - President, who is from Dover Subdivision and a Tenant of Director Gerald F Kallina's family
Miriam Beck – Vice President, who is from Keegans Wood Subdivision and an appointed Director handpicked by Gerald Kallina
Chris Igwilo – Secretary – Up for Re-Election on November 3 who is from Tealbriar subdivision
Please note that after the August 12, 2020 meeting Director Bobby Reed unexpectedly announced his resignation from the Board.
